If your campaign with that setting is a Display Network campaign and you want more traffic from Mobiles, an increase of 4% for the bids will not help you much. It essentially means you are bidding a little higher just for mobiles. This setting is not a guarantee of increased overall traffic by just 4%.
If you want more traffic from your Display ad groups without changing bidding,try the following : add all banner sizes , include text ads, add new targeting to your ad groups (more keywords, more placements).
