I just want to access my Google Keyword Planner and it seems like I'm forced to create a campaign first. Is there any way out of this?

Just click on the tools >Keyword planner once you have logged in.

To limit the excessive use of the free Keywords planner tool, Google AdWords has launched some updates.

For you reference

 

In fact, you need to have an active campaign with a threshold amount spend(not disclosed) to use the Keyword Planner tool appropriately.

Also, you need to go through the complete setup process to use this tool.
