I'm looking to target the geographic area immediately surrounding my location for coupons to encourage customers to come in... is this possible in Adwords?

Targeting mobile devices  with a GPS active, - should work.  (US government  claims a GPS accuracy of 25ft (about 8 meters)  between the satellite and a receiver, with a confidence level of 95%)

Desktops: depending on the country. In the USA this should work.

Keep in mind that the smaller the targeted area the higher the inaccuracy.
