Can you have each ad in a campaign targeted to a different location?  Or you need to setup a different campaign for each location target?

Hi testdog,

Location setting are at campaign level so it's not really possible at ad level.

One possible (but not ideal) solution would be to make sure you are using geographic terms in your keywords with a broader targeting region.

If you have location specific AdGroups you can make sure the ads are written for that area and because you have the location as part of your keywords they would trigger the right ads for you.

But, back to separate campaigns. If you're worried about loads of different campaign budgets have a look into the recently launched shared campaign budgets. This lets you share an overall budget across selected campaigns which could help you manage it more easily.

I hope this can help you out.
