Bulk upload receiving No header row was found for this spreadsheet

I have a Manager account and that has another account underneath it.

 

If I log onto the Manager account and export the campaigns into a CSV, and then try to upload the same file unchanged using bulk upload I get the following error "No header row was found for this spreadsheet".

 

However if I log onto the sub account and bulk upload the exact same file, it works.

 

Why would a CSV file created with download from the Manager account not upload with that same account?  I am pretty sure the file format is correct since it was a) downloaded, and b) works with the sub account.

After a long series of trials and errors, I eventually successfully overcame this annoying problem and uploaded my spreadsheet. I didn't insert any particular header row. Just placed the first parameter in the first row, and this solved the problem.

 

It's worth trying.
