Bidding on display planner using Interest based

Say, there is a website www.abc.com and it has only one wide skyscraper ad space placement, I have seen some ads running over there by some other advertisers.

 

Now If I want my ad to show for my locality and do not consider other regions or zone, would I have to pay less in form of bidding as there is no advertiser who want to show their ads for my locality?

 

In short can you tell me how bidding works in display networks?
