Ad Customizes - Multiple Attribution - Keywords & locations

I would like to target a keyword & location, but I do not want them to be depended. 
Is that possible? 

As for now, if I would like to trigger a specific keyword, it will be triggered only for the same row location...


How can we handle it?

What do you mean exactly?

You want to target two separate audiences:


Audience 1: People searching for keyword x

Audience 2: People in location x


Is that correct?

If you're targeting a location, you need a keyword unless you're using audience targeting or the display network. You really cannot just show your ad to every person in a location. That's not how AdWords works. 


Can you maybe clarify exactly what you're trying to do?

An ad can not be customized from 2 different ad customers feeds, correct?
It means, that I can not customize and with 2 different ad customizer feed, for example, in that way:


Potential Ad Text - feed contains different headers depending on the keywords' intent

Philadelphia Locations - feed contains different location names depending on the user location, both physical & loc. of interest. 


H1: {Potential Ad Text.H1}

H2: {Philadelphia Locations.Location:}

Description:{Potential Ad Text.H1} - {Potential Ad Text.H2}
Path 1: {Philadelphia Locations.Location: Philadelphia}

Path 2: "Our-Services"


How Can I actually make it happen if I am limited to just one ad customizer feed per ad?
