I understand if a user watches the ad for less than 30 sec then makes a purchase (without clicking on the ad) it would be counted as a view through conversion, but does it also apply to someone watching the ad over 30 sec and without clicking on the ad?

A view-through-conversion happens when someone sees your ad/video but does not interact with it... but later completes the conversion on your website. Whatever the last impression of a video is will get credit for the conversion.
A view is not an impression. A view gets counted when someone watches the whole video -or- 30 seconds of it -or- clicks on a part of the ad.
A view that leads to a conversion is tracked in the conversions column, not the view through conversion column.
