New to AdWords, a bit confused.
I recently started a campaign to promote a music video that I made. It seems to be stacking up views just fine, but there's no interaction. No comments or new subscribers at all. I was wondering if I should set it up to target certain interests. Would this get me a little more interaction? I also put my budget to $20. I just want to be sure that I won't get charged more as well. Any recommendations?

I am assuming that you are talking about AdWords for video here, where you have created You Tube video ad and you want to get results for that.
To bring in more user interactions and more subscribers, you need to ensure that the video which is being advertised is optimized properly in terms of features like Meta data etc... More details on optimization can be found here: https://www.youtube.com/yt/playbook/optimization.html
Setting up targets for certain interests would help you reach the specific audiences which you want. In the sense, it is fine enough if you want to reach some specific set of audiences.
