Adword video campaigns dont spend their entire allocated budget?

One of my video ad campaigns has on two occasions failed to spend its entire daily budget.   I'm confused because the Adwords tool is prompting me to increase this daily budget because my budget is too low to reach the total audience.  Does anyone know why it is randomly failing to spend the daily budget?

Good morning.

Is the tool prompting you to increase your budget or increase your click bids?

The top reasons for a campaign not spending it's daily budget are because of poor ad performance (low CTR) and low bids that don't allow ads to compete evenly with other advertisers.

Hi

you could look at various options like
1) increasing your CPV Bid mariginally
2) re-look at audiance category / geo / channels to expand inventory you target

If your Max CPV was higher when your daily budget was getting consumed and you have reduced it now while increasing budget its possible to see under spend.

sometimes specific channel's that you are targeting may have a reserved CPM buy done by advertiser which will leave very small inventory available to auction.

If an advertiser is bidding with higher eCPM you tend to loose more auction.

Also, Google doesn't necessarily spend full budget everyday, if its 10% above or below the budget given to campaign it is normal.
