Do you mean invalid clicks? The guidelines are here. They provide a few examples of what Google may consider to be invalid clicks:
- manual clicks intended to increase your advertising costs or to increase profits for website owners hosting your ads
- clicks by automated clicking tools, robots, or other deceptive software
- extraneous clicks that provide no value to the advertiser, such as the second click of a double-click
The Ad Traffic Team have a site that details all the mechanisms they have in place to protect advertisers. The site is here. If you're concerned about certain clicks, I recommend using IP exclusions. You can do this in the settings tab of your campaign. Unfortunately, AdWords can't provide IP addresses, but you should be able to get them from your weblogs.
