remarketing based on true time on page with google analytics

I want to remarket to people who have spent 12 minutes or more on my landing page, and have not visited any other page. As far as I understand it Google Analytics "time on page" measurement only counts people who go to another page on your website. Could I set an event to fire after 12 minutes and then set up a remarketing list based on that? How do I set up that event for Google Analytics?

 

Or can I set a goal for 12 minutes and retarget people who made that goal? Would that goal work if the user has not visited any other page?
