lost IS budget?
In one of my accounts I have a campaign that says lost impression share 89%. But, considering the kinds of keywords in it I think that sounds improbable. Also, I don´t get a "Limitied by budget"-message for it, which should be the case if you have lost IS of 89% due to budget.
All ad groups in the campaign hve a high lost IS, not due to rank, which seems even more improbable considering their ketwords.
Could anything be wrong in reporting here? Any experiences of something similar?

I think that the reason is, that these are two different estimation algorithms. Moreover, the time period for calculation is different: while IS is based on a daily data, "budget" is estimated over a longer time frame.
I would test by increasing budget, and see if the ad gets more impressions.
