I found some keywords having quality score 10, but do not have any clicks and impression. why?

You should change your maxCPC to higher value. That should solve the problem.
Maybe to add some ads that correlate better with your keywords.

sorry I asked it the wrong way, they have low search volume but still showing quality score 10 why?

Low search volume means that are not frequently searched words.
And quality score means that they are logically connected with ad text and landing page.
And that means you did good job!

Hello;
This usually means that the QS is not "yours", and based on other advertisers (average)  QS, for the same KW. Simply, because there is not enough data (impressions and CTR), for a given KW, to calculate a QS based on this keyword's performance.

Not all words and phrases someone can think of are necessarily included in the AdWords advertising database. 

 

A phrase needs to have a certain threshold volume of searches and needs not to be in a "restricted" category. (That is adult material, tobacco products, gambling, or something like that.)

 

For a keyword with "low search volume" to have a quality score of 10 is fairly meaningless. All it really signals is that there is no negative advertising history on that word/phrase--but since there is actually no history of any kind, this initial quality score would probably change abruptly if the keyword were made active to trigger ads.
