Social Sharing on TrueView Campaign
I currently have a TrueView campaign running off-Youtube and not linked to the client's Youtube account. If a user was to share the ad from the off-Youtube publisher's site, would the Youtube Video receive credit for the share like it would for the view? We can see that the video has shares in Youtube (seeing the video statics from the actual Youtube.com video page) but was not sure if this was caused by the TrueView campaign from the off- Youtube publisher's site or if it was from a user who happened to come across the ad themselves on Youtube.com.
So to sum this all up. Does Youtube attributed shares on TrueView ads that are conducted off Youtube?

I believe the answer to your question is No. YouTube video views from non YouTube platforms are not attributed to your Trueview videos. TrueView views are attributed to your videos only when they are served on YouTube as part of the Trueview campaigns.
Any views on the video not on YouTube but other placements or websites on the GDN will be attributed to the original video on YouTube and not to your TrueView campaign & video.

A small addition to Shashank's answer, you might find it useful. In your adwords for video campaign there is a group of columns named "Earned Actions". These columns are: Earned views, Earned view rate, Earned subscribers, Earned playlist additions, Earned likes and Earned shares. You can add them by clicking the Columns drop-down menu in the toolbar above the statistics table an select Customize columns.
"Earned shares" column counts shares that occur when a viewer shares a video from your channel after watching one of your paid video ads. Google increments this number after a viewer watches one of your paid video ads and then shares a video from your YouTube channel. You won't be charged for earned shares.
