I have a MCC and there are several accounts in that. I created remarketing tags for several accounts and they worked fine.
But last week i created two tags and got them placed on the website and can see them on the tag assistant, but the adwords interface is not allowing me to create lists it is showing me an option to set up remarketing and placing the tag.
Please review and let us know what happens. You may want to log our of AdWords, clear your browser cache/history and then log back in, as well. This will make sure there is not a technical glitch causing interference.
