Remarketing list counts more users for search
Remarketing list is counting a larger number in the search compared to the display. unlike usual assumption that media will be bigger.
Tag is placed properly, no issues or errors in tag assistant or when reviewing code manually.
Display list not growing according to expected.

Can you QA a few things first to see if these might be one of your problems? :
- Can check the 'membership' duration of your display list? Is the length longer or shorter then the search RLSA?
- Do you have any 'rules' or 'conditions' in your display remarketing lists that may shorter its capture size?
- Have you tried building a similar display remarketing list with Universal Analytics?
