RLSA audience data vs campaign level data

Hello,
I currently have RLSA campaigns set as target & bid. I noticed that a few of my RLSA campaigns show a large discrepency in metrics such as spend, impressions, clicks etc when viewed at the campaign level vs veiwing in the audience tab. With the target and bid setting, shouldn't the audience tab and campaign show the exact same data?

I believe this is down to the fact that in the audience tab, you're only seeing what Google has audience data for. Many users will not provide this to Google or Google will not know about it but the users will still be on the remarketing list because of their cookie. I assume you're seeing the higher cost/clicks/etc. at the campaign level?
