Multiple Call-Only Ads

I have two questions about call-only ads:

[1]if users create a call-only ads without given a verify URL, will it eventually be disapproved by adWords?  

[2]is that possible that users create multiple call-only ads with different phone numbers and the same display URL?


[3] adWords document mentioned that users can provide phone number verification other than verification URL like by domain. Any detail about that at practical level?

1) It is optional. You can use other methods to verify the phone number.

2) All you need is phone numbers on the website being promoted need to be verified.

As per Google's policy: "You must show that the phone numbers in your ads are for the business being promoted."

So if these are available on the website and verified then these should work without disapproval. So better is trying it practically.


3) Yes, it is possible. You need to prove that you are the domain owner.
either Link your AdWords and Google Search Console accounts.
or Set up conversion tracking on the same domain as your ad's display URL.
