QS is a Metrics that is calculated every time when your a user search query on search engine.

Yes it depends on the several factors:-
Relevancy:- How relevant a user query with your keywords and your keywords with your ad copy and landing page.
CTR of the Keywords:-
so it is the chances that Exact match and broad match keywords can gain different QS.
For achieving a good QS you need to create tightly themed ad group.
History of your account:-

Hello there;

For CTR (the major and dominant component of   the QS ) - only search queries that exactly match  the keyword are counted.
