I have a client who set up a google doc form to track submissions for an upcoming event. Is it possible to actually add a conversion code to a google doc form? I'm not sure if you can actually edit the code or not.

Yes, this is done fairly often. You will want to add the conversion code to the thank you page that would appear after the form is filled out and submitted. To do so, use the Google Docs web site embedding, then set a conversion called form completion or something like that.
