How are "Conversions across browsers" tracked?

In the article "About 'All Conversions' " - Google mentions it has the ability to observe and track conversions across browsers - not just devices. See article: https://support.google.com/adwords/answer/3419678? 

 

How is this tracked? Is it similar to how cross-device conv. are tracked?

This data comes from sign in Google accounts, and is compiled with data from "unregistered" users to statistically calculate "all conversations"
