CTR details are unique to the each and every adword account. This may completely depend on how you structure your account and how relevant your ads to the keywords
So no you can't get a generic plan like that for CTR in the keyword planner
As i am an advertiser i want to give advertisement to google how do i find out CTR of a keyword? how do i calculate the CTR percentage of my keyword in keyword planner?
You do get CTR percentages for keywords once you run the campaigns for while. If you are already running campaigns you should be able to find this on your campaign window.
