Google does not disclose the IP addresses of the users clicking the ads.
Though, it has a robust system to filter out the invalid clicks.
In case if these get skipped anyway, you will get credit for the invalid clicks.

You will need to pay for a 3rd party service. Click Cease is currently very popular because it can automate adding the IP addresses to AdWords and requesting refunds, but there are quite a few to choose from, and others have their own special features.
Be very careful to not exclude genuine searchers. In many industries people will click on your ads more than once before deciding to purchase.
