Display Lost IS (Budget) Low but Display Lost IS (Rank) very high

I have 5 campaigns going all driving patients to my medical business. Over the last week, on a number of days, I saw a huge disparity between these two metrics. On most days on all of my campaigns, except on the Display Lost IS (Budget) was 0% but the Display Lost IS (Rank) was over 80% for all campaigns.
Help....I want advice on why that is AND what to do to fix it.

Hi @Scott G
I understand that your question id about display campaigns.
This means that you have enough budget, but once your ad enters the auction it doesn't win a slot because the ad-rank is too low,
I would advise to higher the bid.
