Count a Specefic Click Type As Conversion[ Edited ]

You can segment your data by click type to see who has clicked on your Headline vs Ad Extensions vs GMB Get Location Details vs GMB Get Direction, etc.
I would like to consider all Get Direction clics from my Local Search Ads as conversion since they show a strong buying intent.
Is there a way to do it ? Because if we can't measure conversion outside of our website, Local Search Ad will always has a low conversion rate, even if in reality, it is driving people in our business.

Yes, I know, but Conversions Action must Happen on my webiste. I'm looking for a way to count as conversion people clicking on the "get direction" button of my local search ads. Since they never land on my website, I can't use a Tag, neither an Analytics Goal as my conversion.
