Avg. Monthly Search # inaccurate?
In keyword planner, i searched the following keywords:
yet above that in the bar graph, each bar graph (for each month) shows an average from 1700 to 3000. What's the correlation? Is this telling me that for "italian restaurant miami" is only being searched 260 times per month? That seems very low

Google says - Average monthly searches ("Avg. monthly searches"): The average number of times people have searched for the exact keyword based on the location and Search Network targeting that you've selected. We average the number of searches for the term over a 12-month period. Source
Hence, the data you see in Keyword Planer is for Exact Match keyword. But when you refer to the actual data in your campaign you may find difference if you have selected broad or phrase match keywords. Also, the data that Keywords Planner gives you is averaged data for 12 months period.
Does that clear your doubts?
The bar graph is showing aggregate data for more keywords than just the ones you entered. The volume numbers for each line are for that specific keyword.
Also look at the Targeting area on the left side of the Keyword Tool. The language, location, etc. you've chosen could be impacting the estimates.
