I initially had the <noscript> around it, but it didn't fire. After removing that section it fires, but for some reason conversions are still not showing up inside Adwords. We have a third party conversion pixel on there as well, so I know we have had conversions through the Adword channel. Below is the code I had the site put in place, but redacted the conversion and label IDs. Thanks for any insight

The code looks good, so now that the <noscript> tag is removed I think it should fire. However, in order for the conversion to show up in AdWords you would need to first click on one of your ads and then reach the page with the conversion code. Otherwise you'll see the call to the conversion URL, but no conversion will be recorded in AdWords.
Besides that, conversions don't show up instantly in the AdWords UI, there is a delay from the moment the HTTP call is made and until the conversion is recorded.
