Ad receiving multiple clicks without recording any page visit or time on site?[ Edited ]

A client has multiple campaigns with multiple ad groups within each. Many ads produce good site traffic but a couple are receiving clicks but not showing any interaction (i.e. 100% bounce, no page views, no average time on page). How can this happen? If the ad is clicked, the user must land on a page which should record at least one page view - how can you have an average page views of 0?
Other groups in the same campaign are recording page views and time data.

If the visitor to your landing page does not trigger an event, and does not visit a second page, then they count as a bounced with zero time spent (time is the difference between arrival time on the first page they visit, and the arrival time of the last page they visit).
However you should be seeing a page view for each visitor.
Are you looking in the AdWords section of Analytics?

I'm looking at the Analytics columns within AdWords at the Ad Group level..
As an example, I have a keyword with 35 clicks from 311 impressions.
Quality score is 10/10, Avg. Session Duration is 0, Pages / Session is 0,
Bounce rate is 0.00%
