To do remarketing in Google AdWords, first you need to build up a remarketing list. To do so, you need to install a "remarketing tag" on your website. In the AdWords interface, goto Audiences > Shared library (lower left) > Audiences > then choose the type of audience you want to target: website visitors, customer email addresses, mobile app users, YouTube users to setup the list and get the code to install on your site.
Then setup a remarketing campaign. The most common type is remarketing on the Display network, but there is also remarketing for search (RLSA), dynamic remarketing, and other options.
Your remarketing list is going to have to grow to a certain size, usually 100 members, before it starts to function.
