when suspicious account can br active?

Please I need help very important.
The problem like that:
I have one account in google ad-words I created it for business to promote villas of the company I'm working with them as online marketing specialist. we have tow ads one of them text ad and the other one is video ad. the text ad was very active and spend all the budget exceeding the determined budget that I set, and I'm not making shared budget. and because my manager need separate bills for each ad we decide to make new account. the problem is here when I created new account, all my accounts suspended. then after that I recognize that is mistake then I deleted the second one. Now the problem why I can't create new account with different visa card for same website?
why there is no solution for this issue?
please I need help because I will get fired from work. I'm very sad from this unexpected issue.
Please I need help, I cant believe there is impossible solution.
And note that I have applied the form of appealing the condition.
Please give me any solution.

For small and medium businesses the rule is simple: one business - one account.

As to the suspension fill in this form:
https://support.google.com/adwords/contact/pf_suspended
