strange email

I received an email on my gmail account saying I signed up for Adwords however I never signed up with that email. I have 2 ad word accounts with 2 different email accounts that are both currently active. the email comes from 

usercomm.bounces.google.com

Is this a scam or did someone compromise my account??

Most likely someone compromised your account.
Change your password, and apply 2-step verification;

It looks like it was sent from google. Here is the email I took out the ID code thou

And if you were not the one who opened this account, this means that someone without your permission logged into  the account and used it for his / her goal - without your permission.
