Over billing

I have been over charge for time that my add was not running. How do i get this looked at and how can I talk to about this.

You can log in to AdWords and click on the gear icon in the upper right corner and call the phone number shown or click on help and pick another way to interact with AdWords Support. Calling is often preferred, which you can speak with an AdWords expert from 9:00 AM to 8:00 PM ET, Monday through Friday at 1-866-2GOOGLE (246-6453) in English and Spanish. Before you call, please log in to your AdWords account and be ready to provide any info they will need to assist.
