No clicks but Budget Reached

So, I'm running a Search-only campaign.

I'm seeing no clicks, but I'm seeing "budget reached" as the explanation for why all my ads aren't showing.

Cost-per-click is set in the region of £2-£5, and the daily budget is £140, so I don't believe that this is an issue with too-low budget.

What's going on?

In the first couple of days of the campaign, I also saw no views, but it originally said "We could not determine why your ads are not showing", or words to that effect. It feels like a bug, but I can't find anyone to contact.
