Keyword Planner says it is a free tool, but . . .
I'm not ready to start AdWords campaigns yet. I wanted simply to use the Keyword Planner and research some terms. It says it is a free tool. But the website seems to require me to set up billing and start a campaign before I can use Keyword Planner. Am I missing something or is Keyword Planner free to "paying customers" only?

Correct; The keyword planner is a feature for active advertisers. The campaign does not necessarily have to be running / launched, but should be set.
If I remember correctly, I read somewhere that Google, at one point, considered withdrawing this restriction, but apparently decided not to.
