if there are no (shopping-ad) impressions, then look to quality
factors, or the bidding strategies, or some combination of both.

(a) inspect the feed-upload or api-inserted details for issues or warnings.

(b) verify the per-item status and submitted data by clicking on the
item's title under the products-tab of the merchant-center-account.

(c) inspect the accuracy, validity, and quality, of all data submitted --
such as global-trade-data and categories, not just title and description.

(d) verify that items are matching a product-group within the ad-campaign and
are being assigned a competitive bid to compete and win in the ad-auctions.

(e) verify there are no audience, location, or similar

targeting that may be affecting results in the auctions.

(f) inspect the search-query data within the linked ad-account.

(g) inspect all negative-words that are being used within the campain.

(h) verify the budget, bid, and bid strategy --
especially during the holiday shopping season.

otherwise, forum-members can mainly offer suggestions based on information
that is posted here in the public-forum; posting more specific information may
allow others to offer more specific suggestions -- e.g., website landing-page,
submitted data from at least one item-offer, etc., may sometimes help.

otherwise, only a person at google can look into accounts or
submitted data to offer targeted account-specific suggestions.
