Hi,
Deleted or technically the correct one is removed data(campaign, adgroup, keyword, ads) can not be re-enabled.
All you need to do is download all the data(adgroups, ads, keywords, ad extensions) of that deleted campaign as CSV file and then upload it again as a new campaign.

Hi Ray,

If you ever used the Adwords Editor for your account then try looking for the deleted campaign there. If you find it on the Editor, download the campaign into an excel sheet, download the account again from the AdWords interface and then upload the campaign using the editor and then take it live again.

Mind you, all your previous performance data will not be restored here rather you are creating a new campaign in the account.

Hope this Helps!

Cheers,
