Display Network Targeting-- Can I target a specific website

Can I choose a specific website my ads can appear on or is it up to Google's discrtion based on topics or keywords?

Sure you can. We call them managed placements. This snip  is just some visualization for you.

First create a campign targeting the GDN (Google Display Network). When you are done, you need to:

 

- click the Display Network tab

- click +TARGETING

- select an ad group

- click the Add targeting drop-down

- select the Placements menu item

 

There you are, as shown on the snip above. You are advised to take extra care when going ahead with selecting various additional options.
