Can't work out why site disabled due to violation of Webmaster Guidelines?

Hi there, for the last 2 weeks we've been trying everything to work out why our site was disabled. The team from adwords have informed us that: the website : http://www.amandla.mobi/lilymine which is disabled due to violation of our Abusing the Ad Network-Webmaster Guideline Violation

 
We've asked the paid CRM/ CMS service we pay for nationbuilder, who are our webmaster for all intensive purposes for help, but they say they can't do anything. We've read, and re-read the policy, but as far as we know, we are not intentionally doing keyword stuffing, cloaking, sneaky javascript redirects, doorway pages or spamming social network sites.
 
We would deeply appreciate any help, we are a South African Non-Profit with limited experience in this area. 
 

Note, we also followed advice from the Google rep to go into search console and see if there is any issues, but under crawl errors, it says no data for amandla.mobi/lilymine and when we click on the security issues tab, it says 'Currently, we haven't detected any security issues with your site's content' . Our site also got a clean bill of health from stopbadware.org. We originally thought that the site had been disabled, as previously people could post comments without logging in, and we were getting spammed. But we cleaned this all up weeks ago.

Google groups all of http://www.amandla.mobi/ for purposes of policy compliance. http://www.amandla.mobi/lilymine is treated as a directory within the site.  So if one of the other campaigns on the same website violates Google policies, everyone is affected.
