Best way for client to protect Trademarks?

Is this still the best way for a client company to initiate protection of its trademarks in AdWords? Seems counter-intuitive to my client to have to file a "complaint" to start protection plus whitelist.

Although the page is labeled with "complaint," it can be used for more than that.  You can submit all the trademark ownership info, and then select "complaint involves all advertisers."  You don't have to provide any specific details in that regard.  Doing this can be viewed as a proactive step which is what I think you are wanting to do.
