Adwords Account Suspended for Suspicious Billing Activity
I am in Pakistan and recently went into partnership with a US guy. We created a new company and a new MCC for that to keep things separate (I already have another MCC by the way).
We just onboarded our first client. He asked us to create an Adwords account for him. So I created that via this new MCC (from a Pakistani IP). Then my US-based partner took his credit card details and entered them in billing.
The landing pages were not ready yet and client was in a hurry, so I launched a Call-Only campaign (which spent $120 in 2 days).
All of a sudden, Adwords suspended that account (not the MCC though). Reason given was 'suspicious billing activity in this or another related Adwords account'.
I emailed their support and this is what they replied:
Thank you for writing in. While reviewing your account, our specialists identified suspicious behavior in the payment activity of this or your other AdWords accounts. To help prevent any unauthorized activity, we suspended your AdWords accounts.

My guess is the issue might be of 1 of these 2 possible reasons:
1) I usually don't make accounts for clients. Clients make the accounts usually or already have them and I then link them to my Adwords MCC (My Client Center). In this case, we first created a new MCC (I already have one other). Then I created the account from the MCC with a Pakistani IP. And then my partner entered the billing details from a US IP while he doesn't own that credit card. So maybe that's what made it suspicious for them.
2) The client already has other Adwords accounts on same name/card or billing address. And so that's causing the issue perhaps. This might be an issue especially if any of his other accounts have been suspended in past (or were near suspension). Or it's possible the billing address or any other details we entered might have some inaccuracy.
