I'm not sure I understand the question but if you are asking whether ads can be placed on a blog without the publisher's permission the answer is no.

A publisher must apply to Google to be approved to run Adsense ads. If they are approved the ads can then run. So it is an agreement between the publisher (blog owner) and Google. If either one is not in agreement ads cannot run on the blog. and the process is always in that order - the publisher applies and then Google either accepts or rejects the application.
