swf. file is only 10s but it says animation length is too long. Why?

Hi, I have some technical problems with flash banners. The flash animation I have created is only 10s and the fps is 18. However, the ads are still disapproved due to the following reasons: 

[Image ads] Unacceptable animation length: To ensure a good user experience, animations in image ads can't last for more than 30 seconds (at a 15-20 fps frame rate). After 30 seconds, the animation must remain static.

 

May i know what could be the problem? Thanks.

Welcome to the community! 

 

Is it possible that your flash banners are set to loop? It's okay to loop your animated ads, as long as after 30s they land on a static image. I've seen this issue before when ads are set to loop indefinitely.

 

If they are not set to loop, are you uploading the ads via AdWords Editor or directly in the interface?
