prior success billing but then suspended for it...need help

...and after a few weeks of running ads with successful billing transactions I get a suspended notice for billing issues with my account. email contact is very vague and same response. I need help with this resolution.

Hi Moshe,

 

I submitted the form however it says their decision was correct. How can this be especially after a few months of running? I see others on the boards are having the same issues. Can it be google related?
