my campaign shown on scam sites showing same (pirated) content

I wonder if anyone can tell me what I can do to make sure that the next time I launch a campaign, I can avoid paying money to sites that show duplicate/pirated content before I launch the campaign.  Links to the sites are below and my contact with google chat support was pretty useless also copied below.

Where is the accountability?  Whats the Ad Words Policy?

You can block these websites if you care to under the tab placements and add them as negative placements

Well, Google is an advertising company. If you have a display campaign. You state that you would like to be shown on websites as an ad

If you do not like the placements, then you can check where you have been shown and add those placements as negative placements

Any further questions?

Hi,

I frankly agree with Anna here. Google only show ads related to your targeting method. You are the one who decide which targeting method you use in the first place. Depending on your choice system will display ads on Google Display Network.

I think its not fair to ask refund for the advertisement already being served for the target method you selected. If you don't wont such sites please exclude them from the placement list and next time only target the categories you need.

Thanks for the reply but I think that you missed the point. The point is that these websites dont provide any value whatsoever, google knows that this content is duplicate, was not relevant at all to the keywords that I used but nevertheless served my ads on these sites. This means that anyone can start a site, steal content and earn money and its the advertiser that pays. I thought that this practice was stopped years ago....

What is the targeting method you used in particular scenario? Only keywords or do you use interesting targeting also?

Hi

You should run an automatic placement report and exclude such sites from your campaign.
over period of time you will find a huge list that you can exclude from any new campaing you launch.

that's the only sure shot way to exclude such sites.

thanks for the useful answer. it seems a shame that we all end up spending money for nothing just to weed out these scam sites. I can understand that google would not want to do anything about it as it would represent a loss of income to them.
