keyword planner question

I notice that every time I type in a term, in this case a local term, the average monthly seaches do not at all agree with the graph just above.  Many times the avg monthly search with say 10, 20, or 30 but the above graph will show in the hundreds (i.e 375 in January 2015, 450 in February, 500 in March, etc.) These are vastly different !!! Which one should I be gathering my keyword research from?

The graph above the breakdown of terms is the combined avg. search volume for those terms.
