image resolution

I'm creating a 300x250 ad in photoshop.

When I first make a new 72dpi file at that size and place photos, it looks very pixelated. 

I've tried saving it it as a .jpeg and a .png. The file size is 75KB.

Is this normal or should I be setting a higher resolution and/or doing something else?

I just checked my recent banners 300x250 - .gif format(animated), 72 dpi, 124 colors, 31kB.
No pixelation at all.

Thanks. Mine isn't animated. When saving in Photoshop do you suggest 'Save for Web' and then selecting .gif/124 colors plus optimize to a set KB?
Or is it ok to just do a 'Save as'?
When I email it to my client and she prints it out it looks very pixelated.
