I'm not sure I understood your question, but if this is what I think it is, please note that cloaking (https://support.google.com/adwordspolicy/answer/2755171?hl=en) constitutes a violation of AdWords policies.

On a merrier note, the answer to your question ("how can you use cloaking in adwords") is "for a very, very short period of time before that account is suspended" Smiley Happy.

Hello Mahuadeeh,

 

I am going to use here the "Ei incumbit probatio qui dicit, non qui negat" and I will assume you are asking about cloaking and its implications in the Google Analytics content experiments to test various landing pages. This is considered ethical cloaking as described  here  :

there is no ethical cloaking -- the article was written
expressly to indicate that the testing, if done exactly
as defined, does not constitute cloaking at all and to
define how to carry out the experiments so that it is
not misconstrued as cloaking.
