disapproved ad[ Edited ]

Hi, I just had an advert disapproved, I was targetting US customers with a view to getting them on my site to play free slots games. There's no link within the games to any real casinos, the advert states that the games have had the real casino 'back-ends' removed and that they are 100% free to play.
The policy for US gambling content is "Google doesn't allow advertising for Internet-based games where money or other items of value are paid or wagered in order to win a greater sum of money or other item of value." - however no money or other items of value are paid or wagered, it's purely for fun.
Could anyone clarify why my ad was disapproved and if there's anything I can do to fix it?

Social betting / gambling is currently not allowed

I got help from a google manager to set up a new AdWords account. I was told everything was fine, I opened my email and find that my ad was disapproved. I called Google and stayed on the phone holding for a long period of time and was not given a reason why so I can try and fix what is wrong.
