clinic in new state. New owners; same video : double serving?
We have been tasked with setting up a new set of geographically targeted ads in a new state for a new clinic providing similar surgical procedures and appliances to those offered in four other states. The ownership of each clinic is different but the procedures are patented and licensed and their creator desires each clinic to share a landing page showing a common video about the procedures. Each clinic has its own resident physicians and staff, and handles only it's own patients. Keywords to trigger ads will be similar in the new city to other cities previously served as they are search terms used by people with a specific medical issue.
1) Is this double serving? The ads will be separately funded, and the geographies will by definition not overlap.
2) To avoid double-serving, must the landing pages showing the video about treating the condition have a different root URL? Right now there would be a different slug to differentiate ad sources in tracking but the base URL of the landing page with the video will be the same, as the procedure patent-holder wishes to enforce uniformity of presentation among the patent license holders owning and operating the clinics.
There are currently only about 4 locations in the world, widely separated. This will be the fifth.
We are not preparing the other ads nor are they paid for by us or the new clinic owners.

A pre-requisite for a double serving is a common ownership. If this condition does not apply - no "double serving"
